@Prince Thunder Spark
That trait had completely disappeared by The Summer Sun Setback, to the point the log was (tragically in spite of the potential resurrecting her might have had) never seen or mentioned again, though, let alone the actual two-parter, and gloating about her plans mostly to herself seemed to be in the vein of her debut (as she did in song) afterwards. Her drive was validated by the joint effort having promise, she wasn’t isolating herself anymore, and she had a concrete goal to work towards. She never impotently raved to herself after Frenemies, or, more specifically, after the first act of Frenemies.
So I don’t really give “she went mad” much (if any) water in this context, beyond her letting power get to her head as usual.

and forgot that she and the others were the reason the Windigos returned in the first place?
That was part of the point, they didn’t know that she or any of the three were responsible for the social destabilization happening. She was shapeshifted throughout anything she did in pursuit of that, and the entire point of Cozy is that she’s beneath notice by most.
And even if the ponies didn’t know that to begin with, they still would have remembered that Chrysalis attacked Equestria multiple times.
Yeah, even if she got a good, half-believable narrative going on (like, for example, scapegoating Starlight for a lot of terrible things happening before she oh-so-graciously stepped up as a hero, and she’s changed, and the “great tragedy” Starlight caused to befall her former hive was so irredeemably vile, etc, etc), she would’ve been likely to have had… mixed results at best, unless she got particularly clever with brainwashing (as she could do to an extent in S2), and herd mentality, and even then, it seems unlikely everyone would buy it. She was perceivably on the flip-floppy side on whether she wanted to be feared or loved more in terms of “show the rest of Equestria we’ve broken their heroes first,” versus this as it came up.

They could have just tried using the bell to get rid of them. If the bell can absorb any kind of magic including weather storms and friendship magic, then all they needed to do to win was use the fucking bell yet they never even considered it. They could have used it on Twilight and Starlight at any time but they didn’t. They could have tried it on that giant rainbow laser and had it worked, they would have won. All hope would have been completely lost and every creature would have had no choice but to accept defeat.
If the bell can’t be used to stop the Windigoes, then their plan was doomed to fail from the start, even if they succeeded in defeating Twilight and her friends, which they would have easily had they just used the bell on Twilight.
And Chrysalis’ plan to let the Windigoes turn Equestria into a frozen wasteland was stupid. How stupid did she have to be to think that the ponies would have suddenly worshipped her and forgot that she and the others were the reason the Windigoes returned in the first place? And even if the ponies didn’t know that to begin with, they still would have remembered that Chrysalis attacked Equestria multiple times.
They could have done better.
It would’ve been deeply ironic if they ended up frozen in their squabbles due to their disharmony.
This.

What makes it worse is it’s questionable how effective even holding them off with magic is, let alone destroying them, even if they proceeded with Cozy’s/Tirek’s suggestions immediately; unicorns were said to have failed at holding back the magic storms with their magic, even if the three of them are all alicorn+ tiered, which ponies seemed to have lacked back then.
There’s also the can of worms involved on if the Bell would do anything to them, not that they considered it.

Tirek would know exactly what slipping into “work out well for me” talk looks like, wouldn’t he? It’s not like he hasn’t done the same thing in his day, and had it go downhill in some regard.
