It actually was a dog added to the Itchy and Scratchy show, which Homer got a job doing the voice acting for…but corporate meddled with the character so much that he was universally hated.

I’m surprised they even allowed her original appearance, but her transformation is no surprise.

Its basically that Starlight is compared to Poochie dog from the Simpsons episode, while this whole sequence is also a reference to Simpsons episode with Russia turning into Soviet Russia

I think he means the character Poochie from Simpsons, a pet dog added late into the series to lengthen it’s life span.
