All he was doing was escorting the queen’s niece. It may be the case that she did return to the mountain but it’s not necessarily true and Seaspray wouldn’t have anything to do with that one way or the other since they don’t seem to be related.

Seaspray, Silverstream’s escort, was one of the hippogriffs to migrate back to Mount Aris, so I assume that Silverstream was as well.
We find out in a later episode that not all the seaponies migrated back to Mount Aris, so it’s entirely possible that going to the Friendship School was Silverstream’s very first experience outside of Seaquestria.
