That, I can’t tell you. Just by what I’ve seen so far, it’s the latter, but @dynamicv said it’s Discord merely acting. My hunch is he’s really, truly corrupted, because the alternative—that Discord’s doing this just to teach the ponies a lesson—is so much going too far, he’d deserve to be rainpow-powered right away. Which goes for Accord as well, of course.

Moreover, Accord ignores the reason why the princesses were against his brand of “chaos”: He was a total dick to everypony around him.
Celestia didn’t fight against chaos, she fought against suffering.
