That, I can't tell you. Just by what I've seen so far, it's the latter, but "[@dynamicv":](/1321909#comment_5704353) said it's Discord merely acting. My hunch is he's really, truly corrupted, because the alternative—that heDiscord's doing this just to teach the ponies a lesson—is so much going too far, he'd deserve to be rainpow-powered right away.
Which goes for Accord as well, of course.
