Octavia can literally dodge a bullet shot from point blank range, something that is physically impossible, and your first thought is “How is Rarity so incompetent!?”

Unless Octavias shoulder is made of iron she should have needed more force to snap the bone, usually with a bit of downward force on the arm with rising force on the shoulder. Going by the fact it’s not a compound fracture she most likely only cracked the bone.
 
We have just seen that Octavia can do the impossible, dodging a bullet shot at point blank range. Normal physics don’t apply to her. If the story dictates that Rarity’s arm is broken, then it’s broken.

Am I the only one kinda happy to see Octavia kick ass? Normally people put her in such a passive role.
 
I know it’s not gonna last long (likely) but it’s a nice change of pace.
