I blame this picture >>6418. That chart is so old, it was made when literally FiM was just starting. There was barely any humanized art, if any. That chart was like a relevation; an “A-ha!” or “It makes sense!” moment. It had a massive impact.
 
But putting that aside, it comes from the assumption that in many animations, specially anime, the shy, motherly girl usually have the biggest breasts, which increases her shyness even more when people is around. The opposite is done to Rainbow Dash, who is portrayed as a flat-chest due to his athletic habits since childhood

I once dated a girl with G-cups. They were huge. Probably looked about the same size as this picture in regards to scale of boob vs girl. She wasn’t a big girl either, just unfortunately gifted in boob meat.
