True. Personally, I believe that she’s just a hypocrite. In her rant, she emphasizes that she was the one who brought order and harmony. Her intonation and her word choice during that rant made her seem like she felt that she deserved to be the only one with a cutie mark, much like how some cult leaders believe that their cult is truly as grand as they say it is, but they’re too special to follow all of the rules, since they’re the leader.

She isn’t faking her beliefs. During the scene where Fluttershy dumps water on her and reveals her cutie mark, Starlight is strong in her beliefs that difference would only drive a wedge in ponies, and that she created harmony. She had NO REASON to lie anymore, and it would be pointless unless she truly believed in her own doctrine.
 
It’s possible she wishes to equalize Equestria before turning her magic on herself.

Plus, Starlight might not even like it she had to keep her cutie mark and pretend she’s equalized. For all we know, she well and truly hates that she can’t get rid of it herself and is ashamed she will never be equal.

In my case, mostly for the sake of comedy, given that she seems to mostly just hide behind her philosophy to justify her actions, no matter how immoral.
 
For the sake of argument, however, she clearly wanted to be the one with the power, if we go by her actions, so she very well could be faking those beliefs, in the same vein as many people involved in the Salem Witch Hunts, but a case can be made for her at least somewhat believing in her system. It’s entirely possible that she’s a hypocrite. She might very well think that she’s too special to lose her magic. She needs her magic to make the world equal… She even makes such arguments, herself. The validity is obviously questionable, since she’s a lying charlatan, but the possibility does exist, which, I suppose, is why people argue for it.

My question is why hasn’t Starlight Glimmer been slapped on a wanted poster?

Maybe because there’s no indication she didn’t actually believe her own philosophy and only that she was advancing it through deceptive means? The absolutely visceral reaction she had to Twilight’s everypony-is-unique spiel has me convinced Starlight has some deep-seated issues that brought her to the conclusion collectivism is the only answer.

(Okay why do people keep associating her with being obessed with equality, when she clearly wasn’t and it was just a ploy to put her in a position of power?)

Odds are that she was spying, but, personally, I like to imagine that Starlight was either surprised to see Twilight there, or didn’t even notice Twilight and was just trying to find a dish that seemed like it would have a perfectly equal amount of each ingredient.
