Could be a conductive globe, or it could just be Derpy makes up her own rules.
 
And of course, the ponies are always mixing their technology with magic anyway. The Doctor’s flameless fireworks would be a good example.

can't have nice things
God dammit, these tags are making me legitimately angry. For that matter, the scene does to a lesser extent as well. (I still think this is cute, though).
 
The animators drew a plasma ball/globe/whatever, but when she touches it, it has the effect of a Van de Graff generator (or other electrostatic generator). Okay, whatever, maybe the glass is doped to be slightly conductive, or I don’t know the physics of it as well as I think I do, or whatever. It’s cute; I can overlook it.
 
… but these tags, man! tesla coil? Really? That’s something else entirely, touching those is (potentially) dangerous/deadly/lethal. And tesla ball? Really‽ That’s not even a thing!
