This is a headcanon territory. She clearly did not enjoy Smooze and after she failed with her magic she was seen making a mad face toward Discord.

That’s true, not to mention that Celestia was secretly having fun, so she probably was not even trying to summon her magic as she did not want to spoil the fun she was having. She only tried to summon it to maintain her ruse and keep Twilight and the others oblivious to her enjoyment of Discord and the Smooze’s antics.

Well The Plunderseeds have a magic uncontrol effect, as we have seen with Rarity and SB.

Nope i don’t think so. Discord use Magic with his Hands and Unicorns with their Horns. Even if one hand is smoozed, he can use the other hand, and further more unlike Tia he was not covered in smooze goo.

Every time Discord is somewhat involved, usual magic is useless.
 
Cotton Candy Clouds = Immune to magic (passively)  
Plunder Vines = Immune to magic (through gas/spores)  
Smooze = Immune to magic (through indelible slime)

I want to point out on how loyal Smooze is toward Discord. He went toward his opponents in that scene, smoozing mane5 and going for Celestia. He also never became angry at him for abandoning him and forgived him without any hard feeling like Fluttershy or the hippie did.
 
If Discord turned into villain again then the ponies would have really a hard time defeating these 2. Which mean that basically Fluttershy is the only one who can defeat their strongest threat

Fluttershy complimented Tree hugger that she’s good with calming magical animals and Discord also lead Smooze into the treasury while using a leash and a collar on him so i think that he might become his reccuring pet.
