It’s available in the higher res, just not for free, you realise that it’s like a print right?
Time and effort goes into a piece, regardless of whether viewers pay for it. The reason an artist will avoid giving out the full res is so that it may be used as a print, so that they can earn money for selling high-resolution physical copies.
Or in this case just provide the full res to those who are desperate enough to pay to see it in full res, perhaps to print it themselves.
