It’s actually naivety. Given the nature of the Crystal Heart, the Crystal Ponies never had to deal with evil so Amore would have no idea what to do. She grew up with the mindset that the crystal heart and the love of the empire would help anyone and was a force for good and could do no wrong. She was hoping that it could change him.

She was naive, but she was born into that naivety.
