“Nigga” was never used as a derogatory racial term other than by those who are truly ignorant that see it as just a misspelling of the obviously offensive one. It’s actually used in endearment, respect, and comradery, and no, you would not say it to random people you don’t know (regardless of race) any more than you’d hug total strangers. The image above would be a fitting reaction to someone doing so.
