Well, to me anyway.
Considering Cia is a tragic witch and has all the negativity like Trixie, you could say that.
After all, Cia is an awesome villain and used to be good. A pitiful one as well just like Trixie (Not saying Trixie’s evil, just negative ). If you watch her DLC story, the last stage was like her despair moment.
