You can make the argument she is able to control her body shape due her higher magical knowledged.
But there is a substancial difference between shapeshifter and control over one’s own body composition.
And even then, let’s say for the sake of argument she can turn into a dragon, for example. Her body would only look like dragon scales on the surface, but it wouldn’t have the same resistance.
As for the scythe hooves, unless she can also modify her matter composition, those scythes will not be harder than bones.
You can say “She can add magic to power her attacks”. Sombra can block that. From what we saw, Changeling magic is the same as ponies, but more focused on changing the appereance, more specialized and limited.
One on one, Sombra wins.
Chrysalis can win, if she uses her numbers to her advantage.
When was it established that they could turn their limbs into weapons? Or change into something with exponentially more mass than themselves?
As far as we’ve seen, they can only copy the form of another similarly-sized being.
What good would those do when Sombra doesn’t even have a physical body to strike?
Heck, if she has enough power, she can turn into a dragon. My bets are on the changeling, obliviously.
