The time before that, it was her sister, so she just locked her in the moon and cried about it. I think the beheadings might have been a form of overcompensating.

And yet when Chrysalis was caught and defeated after the Royal Wedding, Celestia refused to let Luna mount the bitch’s head on the gates of Canterlot.

Which sucks since that would’ve been totally badass.
