Did you play Dragonborn? The Dunmer eventually drove out the Argonians from Morrowind led by Great House Redoran. Sure the Red Year was tough, and Vvardenfell isn’t a nice place to live, but Morrowind is far from destroyed.
Red Mountain exploded, Morrowind is essentially destroyed, and Black Marsh has taken over the rest of Vvardenfell, except Solstheim, and enslaved the Dunmer. Thus we can conclude that Rainbow Dash is an Argonian.
Last I heard the province was physically fine and society was advancing under the Nerevarine in place of the dead/missing god kings. Did they change that to spite their fanbase even more?
Any changes made to Solstheim is due to the passage of time and Morrowind kinda… exploding.
Actually, it looks more like the Morrowind province plus Solstheim, but the last game I played was Oblivion, so I don’t know if they changed the province map when they restructured some story for Skyrim and ESO.

Subterfuge isn’t really a viable strategy when the dice are the ones that are really in control.
