Basically, yes. Certain animals with a penis, when they have sex, temporarily develop a “knot”, which is where the head of the penis becomes so engorged that it lodges inside the partner’s opening. Most commonly associated with dogs, but other animals can knot too.

No other reptiles have them either, only canines, so…not sure where you’re getting this “dragons are supposed to have knots” information from.
