You’re willing to pretend to accept a magical launch with a chemical explosive to further propel the payload, but not some enchantment on the casing to treat the casing as immovable by the expanding gas? :-P
That would just cause the casing to explode and barely add any power because the explosion won’t all go in the direction the shell is pointing.
The tank uses a magical firing system to launch the shell. Upon impacting armor, the primer triggers the powder in the cartridge to give it that little bit of extra oomph to penetrate magically treated armor.
