The best board game I’ve ever played is the tragically unknown legend/fairytale game Adventure Kingdom, where you play as various fairytale characters trying to escape a castle that’s different every time you play; there are over a hundred cards, so late in the game you might have a whole stack of powerups and magic items in play and a bunch of devastating effects in your hand just waiting for the mad scramble of the endgame. There are a couple of cards like this where everyone basically has to give their hand and/or in-play cards to the player on their left, and it is some excellent chaos.

So much mayhem to be had with this effect, in any CCG.
 
All out of useful cards? Bang, fresh hand.
 
Opponent stockpiling their hand? Nyah, start over.
 
Got anything that triggers off draws or shuffle effects? Bob’s yer uncle.

Wheel! Of! Fortune!
 
…well, it’s only drawing four, and you don’t discard, but a similar effect.

I love this kind of card, it can turn a foregone conclusion game into a wild turnaround battle all at once.
