Old comment, but sure.
It gets muddied by paying for the OCs. You shouldn’t bring money into something as silly as OC design because let’s face it, it’s easy to steal what you like about the OC - whether it be an idea, personality, color palette, etc. Instead, I like the ones where the person who draws the best picture of the OC/writes the best fanfic about the OC wins it. Adoption of an OC should be a community unifying thing.
