I agree with this. The reason bubbles is fluttershy is because they are both very sensitive and love animals. Good choices :)

I think the creator here was trying to match personalities between the PPG and the ponies.
 
Personally, I’ve always seen the ponies as matching the PPG in pairs, like so:  
Bubbles = Pinkie (fun) + Fluttershy (shy, cute)  
Buttercup = Applejack (no nonsense, hardworking) + Rainbow Dash (aggressively competitive)  
Blossom = Twilight (leader, booksmarts) + Rarity (most concerned about her looks especially mane/hair, most dramatic?)
