But he has boots on, so I really don’t know.
It looks like his foot was actually caught on it somehow prior to tripping. Perhaps by one of his claws?
Actually, I was wondering how he managed to step on his cape when he moved his foot in front of it. In order for his cape to land under his foot like that, Humdrum would have had to be moving backwards.
The comic writers really don’t like him, I guess.

Batman’s cape is extremely useful, and if you take away Angel’s wingcape you basically remove his only power (that is, gliding).
Also, nowadays most superheroes have capes that snap off and on easily (both to avoid accidents like those pointed out by ms. Mode and to avoid having to tuck a cape inside the pants when switching to secret id).
This brings back good memories.
