It isn’t a matter of technique. Scootaloo’s wings are just too small. She can generate plenty of horizontal thrust, but her wings don’t have the surface area to translate that into vertical lift.
 
That’s why Scootaloo was worried that her wings wouldn’t grow in; until they do, she’s grounded.

Yeah…. but still. Dashie and Harshwhinny didn’t act like they were touched or intrigued. They acted as if their minds were totally blown away. It just… didn’t seem to click for me.

I don’t think it was so much the act that people were impressed by but the meaning behind it. I’d wager Tiara and Spoons little thing was all about how pretty and awesome they are. Snips and Snails probably did something beyond stupid. Then there’s three fillies trying to convey how their town has all sorts of ponies living together. Perhaps the performance is a little weak but overall heartwarming. The streamers on their horn/hooves/wings thing wasn’t really a bad idea, they just needed a bit more work into doing something interesting with them.

Her technique is wrong for flight. They propel her straight forwards while she’s standing upright on a scooter, aka, they’re providing forwards and downwards thrust when she’s trying to fly.

You know what really makes the performance really impressive? They did it after going all the way to the Crystal Empire, over fields and through deserts (apparently taking a wrong turn and heading south out of Ponyville, since the railroad only seems to go through the Unicorn Range and Galloping Gorge), and even through the Frozen North, making good enough time to compete with the train! All that on a scooter pulling two skiers on high-friction surfaces–how is it possible that Scootaloo’s wings can’t get her off the ground?

what’s with Season 4 and Tentacle like things?

I can’t understand why everyone seems so impressed with their act. Sure, it’s better than any kids’ act I’ve seen RL, but in this fictional world of magic and crazy, it’s pretty weak. Their apple parade float, their reconstructed clubhouse, their impromptu musical numbers and even the costumes of their horrible Cutie Mark Crusaders theme were all way more impressive.
