When he and his parents buried the puppy, little Flash didn’t understand, so his parents made up the whole time capsule excuse to tide him over for the time being.
 
Either that, or he probably bought it from the same pet shop that sells the Norwegian Blue parrot, and burying it was the shop owner’s advice.
