It’s primary the Americans who disapprove of cousin-marriage.
Sure majority of other countries do not actively promote cousin-marriage, but neither do we outright label it as ‘incest’.
If you are gonna cite genetic reasons as an excuse, you might as well ban women over the age of 40 from giving birth too.
Law has everything to do with it. Here’s the dictionary definition of incest:

Law has nothing to do with it, it’s still incest.

You can still marry your cousin legally in majority of the world (but obviously you are NOT encouraged to in usual circumstances).
