Ponies must retain a lot of warmth. Even though a saddle doesn’t seem like it would provide much warmth, it’s probably enough.
 
Kinda like in the Crystal Kingdom episode where there’s a blizzard, Rarity says she brought alot of scarfs. Obviously that means a scarf is the amount of warmth for a blizzard protection.

I still think saddles and such are basically just fetish wear, but I guess you could argue that a fluffy one like this could be meant to provide a little extra warmth.
