My thoughts: the statue should look out from the harbor and into the sea, being at the same time the very first thing greeting the ships and the lighthouse. Her head should be aimed at those approaching ships or slightly above them, and there should be no obstacles before her image, like those pillars and arches. Her posture should be proud or welcoming, not absently walking.
