I think it’s a safe bet to go with that until the show says otherwise. Which it doesn’t seem keen on doing.
As far as I know, the idea that Scootaloo is incapable of flight is only from Lauren Faust’s script bible. Is there anything from the show that indicates she can never fly?

And where exactly in canon is that stated ?
Since when is she physically unable to fly? She’s been shown “hovering” longer in the later episodes. She just needs RD to show her how to properly fly.
They never said in the show that she could never fly, did they?
