The moon is a whole planet. The surface area explored by six landings is miniscule. Easy to have just missed her and landed in a different spot on the moon.
I bet Luna of all ponies could use the stars to at least determine her latitude after 1000 years. She probably didn’t spend all that time in the same spot, either.

That is indeed what happened in canon. But it’s common in fan works to imagine her physically existing on the surface instead because it’s either more adorable or more depressing, depending on which emotion you are trying to get out of the audience.

I never took it as Luna being physically sent to the moon’s surface. I always interpreted it as her physical body being transformed into an energy or spirit form, then sealed inside the moon itself (like a sponge holding water, kinda) which is why the silhouette appeared, then vanished when she returned.
