But how come Equestria decided to go after socks of all things? Was there a sort of “Stamp Act” that applied to foreign-made socks or are they cracking down on people putting nickels into them?

Sounds fitting. She‘d be using all sorts of methods to get these girls punished. Even if it means sneaking an illegal sock into their possession so she has a reason to arrest and punish the girls.
