Yeah, that’s what I’d say if I was an animation director who cheaped out and re-used a background.
It’s as good an explanation as any.

How is there a portrait of young-adult Pipp in the background behind baby Pipp?

Spoooooky pony ghost from the future painted it! Ha! Ha! Ha! Ha! More seriously, maybe Pipp resembles one of her ancestors? (Most likely, it’s an oversight by the animators.)
