The panel should be taller or wider to accommodate the tails of the word balloons so that there’s no overlap. Letting the word balloons cross that way breaks up the information flow and muddies the speaker-word balloon relation. This is a problem because you have to ‘read’ the image more to see who said what, adding friction to the reading experience. A smooth series of transitions with no break-up in such a scenario as this is much more desirable. Of course, a different kind of panel with a different intentionality, such as one focusing on horror, would need more of said friction to create some sense of displacement and hence attain a desired feeling of unease, but this is not the case here I should think.
