It’s not to create panic and fear. Imagine how scared the pegasi would be if they knew their leaders couldn’t even fly.
The fake airshows were purely Haven’s idea - maybe she just didn’t want her daughters to suffer for her actions.
Haven is never one to care about dignity. She asked her daughters to run away and not come back to face the consequences of their actions to save face in the movie after all.
That could be the private royal spa, which means no other pony, but the royal family, would use it, which would make sense as to why they haven’t switched out the old stuff for the newer more unicorn friendly stuff, only three pegasus use it and no other.
