One of the rulings on this card is:  
“If there are more counters on Descent into Madness than the total number of permanents you control plus the number of cards in your hand, you’ll exile all permanents you control (including Descent into Madness) and all cards from your hand.”
 
So yeah, pretty much.

That could easilly become the match from hell if no one can destroy it in time. Though I guess eventually the owner of the card would have to exile the card itself, finally bringing the “exile every card active in the game, unable to do anything whatsoever” madness to an end.
