I believe the text is referring to the story, where being trapped in that latex outfit kind of “dronifies” Dash so that she’s obeying the storm king as long as she’s trapped inside.

But Rainbow Dash is not loyal to the Storm King. She’s loyal to Twilight Sparkle and Princess Celestia.
