I’d picture Vinyl as having a cockney accent.

I see them both British. Vinyl has a deep, calm, voice and uses urban slang and contractions. Octavia is polite and high pitched.
Not a bad headcanon, but personally I see her with an American accent (to contrast with Tavi’s British accent).
