Its a clip from the fan made music video called, Lullaby for a princess. Its a common theme in mlpfim where a pony is consumed by their saddness or anger and a dark power is takes over them. Example Nightmare moon and the Shadow King. In Sprouts case, in a world with no magic, his jealousy toward Hitch drove him to become a powerful evil force through political power and machines.
