The scarf, shirt and hat are just part of the stereotypical beatnik outfit. Maybe the animators thought people would find it funny.

Dragons, at least in the show, are violent creatures, which is likely why Garble needed the drums. As for the shirt, scarf and hat, well, maybe he’s trying to be more human?
