Actually, the rank displayed on the uniform is Commander (O-5). The dress uniform of the rank of Rear Admiral (Lower Half) is characterized by a single large gold bar on the sleeves, not the three small gold bars displayed here. Honestly, I don’t know how you could have confused them.
