The dragon from Neverending Story is also supposed to be giant sized too. I guess it’s the latter, or the artist just didn’t think of him. Donkey’s wife from Shrek isn’t here either.
Having a look at the DigiWiki, he’s classed as a Mini Dragon in Japan, Tiny Dragon in English. He becomes a Mythical Dragon in later evolutions.

According to the DA source, it’s Qibli from Wings of Fire
That’s basically the same as Charizard then. He is not a dragon now but he can become one.

Funny how it is depending on the “game” and not “form” because mega evolution doesn’t exist in Sword & Shield.
