You might be right. I always figured they were the same thing that Smolder has, but they’re smaller because Spike is a kid, and they’re still developing.

It seems like the horns are supposed to be somewhat flexible. You can see in the following screencap that Spike’s horns droop down when they are wet. Admittedly, Smolder’s remain rigid, so not definitive proof, but I suspect she can just bend them to fit through the helmet.
