In the novel, the Death Star’s chief gunner is actually a decent human being. He (and apparently most everyone else on board outside of the high command) thought that the Death Star would be used against asteroid bases for pirates, invading fleets, and the like. When he has to pull the trigger on Alderaan, he starts having a mental breakdown, seeing himself as the worst murderer in the galaxy. So when he has to do it again as the Death Star approaches Yavin-4, he deliberately stalls for time, hoping that something, anything, will prevent him from pulling the trigger again.
 
Everyone who saw the movies knows who stops him, and how.
