I always read her arc, especially in her first season, as being more about abusive relationships more than making any kind of ideological point. She traumatized and stifled all personal growth in others to force them into a depressive state and then gave just enough validation to make them think she loved them (or at least “this is fine”). The sort of hyperconformity of the town is more symbolic shorthand for that
