I dunno … She’s flown like shit when sober and she’s always just shrugged it off, so, certainly she could get back home drunk even if she collides with lotsa things.
That is besides the point.
Derpy is allowed to fly around all the time because it would be extremely difficult for her to damage OTHERS.
Rainbow Dash´s powerlevel wingpower is so high she can completely destroy a house [S02E03] or cause generalized structural damage to half of Ponyville (Double Rainbow) with a Sonic Rain_Nuke.
Getting herself drunk enough to be “BOLD” & perform “too risky” awesome special maneuvers (but not SO DRUNK to get unconcious or completely uncoordinated) is too dangerous for the safety of the comunity.
-> I wonder what special favor Applejack had to do for Discord to give her this ability.
 
She did do some heavy damage to the Ponyville town hall.
 
Yes, RD could fairly easily destroy entire buildings and simply groan a little before getting going again.
