More than one person has said he looks like a clown, because you chose to design him in a way that makes him look like a clown.

Saying “look at other character” doesn’t change your OC’s design. If I made a character that looks like a mouse people would most likely say “that’s a mouse” and getting offended by it wouldn’t change that it looks like a mouse.
If anyone looks like a clown, you need not look any further than Flint, the fire-type specialist of the Sinnoh Region Elite Four, now THAT’s a clown for ya

Your OC is wearing what appears to be clown make-up. If you didn’t intend people to make that connection, then perhaps you should reconsider your OC’s design.
Or, at the least, please do not be surprised if people make that connection.
