Maybe they just wanted to sun-bathe, or maybe just dip their feet in the pool, or at the very least maybe they didn’t want their head/hair to get completely soaked.
There’s a difference between willingly submerging your self and getting splashed.
Also, I’m not sure why Octavia and Luna are annoyed. They’re at a pool, so wouldn’t they be getting wet anyways?
those hope Octavia’s and princess Luna’s makeup is waterproof as rainbow dash is laughing at the pair getting drenched especially their hair while in the pool.
