Celestia simply wanted to give Discord a chance to be free, but only if he was willing to be a help to equestria, instead of turning the place insane.
 
Fluttershy was being manipulative, but that’s merely because she knew that she couldn’t trust Discord to simply up and reform without any real motivation. She knew the threat of the Elements would prevent him from any major scale chaos, but she also knew the only way to convince him to genuinely reform was if he actually saw a consequence to his actions. To do that, she needed him to become friends with her, and to do that, she needed to make him feel wanted.
 
Twilight simply wanted to brainwash him.

Fluttershy and Celestia wanted him to reform of his own accord.
 
Twilight, being a massive cunt, wanted to force him under her hooves to do what she wanted.

The idea of him being reformed is growing on me, and it really is a good episode, but… Come on. The best cards are in his claws.
