When you think about it, Celestia’s punishments when she was wielding the Elements were much harsher than the punishments inflicted by the Mane Six when they wielded them. Celestia banished her sister to the moon for a thousand years, turned Discord to stone for even longer, and otherwise sent those like Lord Tirek to the pony equivalent of Hell for more than a thousand years as well.
 
With the Mane Six wielding the Elements, they only ever destroyed villains that were pure evil - such as King Sombra, or when they stripped Lord Tirek of his power and then returned him to Tartarus.

While I don’t agree with it, I think its mostly because Discord had good intentions and his lack of foresight and poor judgment led to his mistake. Meanwhile Cozy, Chrysalis, and Tirek had no good intentions. They acknowledged that they were the villains, and were proud of it.
 
This is also why I don’t agree with the comparison some people make with Starlight being forgiven, but not Cozy Glow. Starlight’s efforts were focused on the fact that she saw her beliefs as morally superior than what was accepted in Equestria, and saw Twilight and her friends as the ones who’d prevented her from giving others a better life. She saw herself as the hero of her own story, doing what she thought was right for the betterment of all Equestria. Meanwhile Cozy was unapologetic in her pursuit of power, with little to no regard for how her actions impacts others.

And then he ends up hooking up with Fluttershy in the distant future.
 
Seriously, I don’t get why Celestia was unwilling to forgive Chrysalis OR Cozy Glow OR Tirek, but at the same time forgave Discord.
