Well it’s hard to imagine many garments that could hide a diaper better than a poofy dress.
I imagine it’d be for peeing. #2 can wait a lot longer. And isn’t very discrete since it tends to smell pretty darn strongly.

That’s subjective and, perhaps, a little mean-spirited and missing the point, this pic is designed to appeal (at least in part) to those with a diaper fetish. The artist is also arguably rather good at drawing pics with moods and themes outside of just featuring diapers.
